Licensed Site Professional (LSP) Services Summary

TERRA Environmental's Licensed Site Professional services provide comprehensive environmental compliance solutions under Massachusetts General Law Chapter 21E and the Massachusetts Contingency Plan (MCP). Our LSP expertise focuses on three critical response action categories that address contamination efficiently while minimizing regulatory burden and project delays.

Talk to our LSPs

Immediate Response Actions (IRAs)

Immediate Response Actions address urgent environmental conditions requiring rapid response to protect human health, safety, and the environment. An Immediate Response Action (IRA) is a mandatory risk reduction measure, and it must be taken at all sites which have spill or site conditions requiring notification to MassDEP within 2 or 72 hours. Our emergency response capabilities include 24/7 spill response, immediate site securing, contamination containment, and rapid regulatory notification to ensure compliance with strict MCP timelines. TERRA's emergency response services encompass initial assessment, IRA plan development, implementation oversight, and transition to appropriate long-term remedial strategies, providing seamless management from emergency response through regulatory closure.

Utility-Related Abatement Measures (URAMs)

Utility-Related Abatement Measures provide specialized regulatory pathways for addressing contamination encountered during utility installation, repair, or construction projects. When underground utility (water, sewer, electric, etc.) repair or construction work encounters contaminated soil and/or groundwater, the MCP requires that a URAM Plan be submitted to DEP to ensure that the utility work will be conducted under the supervision of an LSP in order to protect the workers and ensure that contaminated media is properly handled. TERRA's URAM services ensure utility contractors can proceed with essential infrastructure work while maintaining full environmental compliance, protecting worker safety, and properly managing contaminated materials discovered during excavation activities.

Release Abatement Measures (RAMs)

Release Abatement Measures represent a streamlined approach to environmental remediation, allowing property owners to address contamination through voluntary remedial actions that can achieve regulatory closure without entering the more complex comprehensive response action process. A Release Abatement Measure (RAM) is a voluntary remedial measure taken to totally clean up small problems, or reduce the magnitude of larger problems. RAMs require submittal of a detailed plan before implementation and benefit from 21-day "presumptive approval" process - if MassDEP fails to issue written approval or denial within 21 days of receipt, approval is presumed. Our LSP services encompass complete RAM management from initial site assessment through plan development, regulatory submission, implementation oversight, and completion reporting.
