TERRA is providing full-service environmental management, transportation, and disposal services for a Massachusetts Department of Transportation (MassDOT) infrastructure project. Working under the general contractor's agreement, our team delivered integrated environmental solutions encompassing health and safety oversight, Licensed Site Professional (LSP) services, and complete environmental project management from planning through execution.
Project Scope and Management: The project required managing all technical, operational, and staffing aspects of environmental work, including development of comprehensive project plans and preparation of regulatory submittals for agency approval. Our team provided complete oversight and execution of fieldwork activities while ensuring continuous compliance with state and federal environmental regulations. The work encompassed both pre-construction environmental assessment and active construction-phase environmental management.
Health and Safety and LSP Services: Central to the project was providing Licensed Site Professional services to ensure Massachusetts Contingency Plan (MCP) compliance throughout all phases of work. This included development and implementation of Remedial Action Plans specific to identified contamination conditions. Continuous health and safety monitoring was maintained during all field activities, with comprehensive documentation and reporting to protect workers and the public while meeting regulatory requirements.
Soil Management and Analysis: Field activities included systematic soil screening, sampling, and laboratory analysis to characterize contamination conditions and guide remedial actions. Our team managed all aspects of contaminated soil handling, from initial identification through final disposition. This involved coordinating both onsite treatment options and offsite disposal at appropriately licensed facilities, ensuring full chain-of-custody documentation and regulatory compliance for all contaminated materials.
Regulatory Compliance Framework: All work was conducted in strict accordance with MassDOT's comprehensive environmental specifications, including sections 180.1 (Environmental Compliance), 180.2 (Water Pollution Control), 180.3 (Air Pollution Control), 180.5 (Solid and Hazardous Waste Management), 180.6 (Contaminated Soil and Groundwater), sections 181.11 through 181.14 covering specific remediation protocols, and section 756 addressing specialized environmental requirements.
