MassDOT New Boston Street over the MBTA Railroad Bridge Replacement
TERRA is providing comprehensive environmental consulting services for the reconstruction of New Boston Street Bridge in Woburn, MA, consisting of approximately 1,660 feet of roadway and a new 3-span continuous bridge with two piers crossing over the MBTA Commuter Rail. The southern portion of the project area is located within the boundaries of the Industri-Plex Superfund Site, a former chemical and glue manufacturing facility that operated from 1853 to the late 1960s, producing lead-arsenic insecticides, acetic acid, and sulfuric acid for local textile, leather, and paper industries.
TERRA is managing all environmental aspects of this complex infrastructure project, coordinating with EPA, MassDOT, MBTA, and local municipal contacts while providing Licensed Site Professional (LSP) services for contaminated soil and groundwater management. The project addresses contamination including heavy metals (arsenic, chromium, lead) and solvents (benzene, toluene) that have impacted both soil and groundwater throughout the Superfund site. Groundwater management includes treatment under an approved EPA Subsurface Water Management Plan (SSWMP) outside Superfund boundaries and adequate regulation within Superfund boundaries.
Environmental consulting and Superfund site coordination with multi-agency compliance management: Comprehensive project oversight coordinating EPA, MassDOT, MBTA, and municipal requirements for bridge reconstruction within Industri-Plex Superfund Site boundaries
Licensed Site Professional (LSP) services with contaminated soil and groundwater management: Technical and operational management of heavy metals and solvent contamination including MCP compliance and Remedial Action Plan implementation
Health and safety monitoring with systematic soil screening, sampling, and analysis protocols: Continuous field oversight and worker protection during excavation and construction activities with comprehensive contamination characterization and disposal coordination
Dual groundwater management system with EPA-approved treatment protocols: Implementation of Subsurface Water Management Plan (SSWMP) outside Superfund boundaries and adequate regulation compliance within Superfund site limits
