NOAA OMAO Ship & Support Facility Relocation, Naval Station Newport

TERRA is providing comprehensive environmental consulting services for the relocation of four NOAA vessels and construction of marine infrastructure at Naval Station Newport, Rhode Island. The project includes construction of a new pier, trestle, small boat floating dock, bulkhead, and shore-side support facilities at Pier Landing Site, plus additional parking facilities near Building 11. Located within Installation Restoration Program (IRP) Site 19 in Coddington Cove, the 151-acre site encompasses 41 acres of shoreline and 110 acres of deep-water industrial port area within wetland buffer zones.


TERRA is managing all environmental aspects of this complex federal infrastructure project, coordinating with Skanska, Rhode Island Department of Environmental Management (RIDEM), and NAVSTA Newport while providing environmental consulting, health and safety monitoring, and contaminated soil and groundwater management services. The project addresses historical contamination identified through previous environmental assessments, including PFAS contamination in groundwater, with all personnel requiring DOD/DON access approval for base activities.

PFAS groundwater assessment with treatment system design and disposal coordination: Specialized PFAS sampling, analysis, and treatment system design assistance for impacted groundwater management and disposal


Health and safety monitoring with wetland buffer zone construction oversight and DOD security protocols: Continuous field oversight and worker protection during pier, trestle, and dock construction activities with DOD/DON access approval coordination
