Cabot Yard Rail Facility Environmental Cleanup and Redevelopment
TERRA Environmental served as Project Director and Licensed Site Professional (LSP) for the redevelopment of the 60-acre Cabot Yard Maintenance Facility and Rail Yard Campus, providing LSP and remediation services to the MBTA through its General Contractor. Responsibilities encompassed managing technical, regulatory, operational, financial and staffing aspects of environmental project components including soil management, groundwater management, and building abatement for asbestos and PCBs. Environmental activities included plan development, submittal preparation and approval coordination, fieldwork oversight and execution, groundwater management, health and safety monitoring, and soil excavation and management activities. Project scope involved implementation of multiple Remedial Actions at four discrete disposal locations with full MCP and TSCA compliance, including onsite reuse and offsite disposition of over 100,000 cubic yards of reclamation fill, remediation soil and PCB-TSCA remediation waste, plus treatment and recharging of contaminated subsurface water.
MBTA rail facility redevelopment with Project Director and LSP oversight services: Comprehensive environmental management for 60-acre Cabot Yard Maintenance Facility redevelopment including technical, regulatory, operational, financial and staffing coordination
Multi-contaminant remediation with asbestos, PCB and soil contamination management: Building abatement services and soil remediation addressing hazardous materials under both MCP and TSCA regulatory frameworks across four discrete disposal locations
Large-scale soil and groundwater operations with over 100,000 cubic yards managed: Onsite reuse and offsite disposition of reclamation fill, remediation soil and PCB-TSCA waste plus contaminated groundwater treatment and recharge system operations
Multi-regulatory compliance with MCP and TSCA implementation across four remedial sites: Complete regulatory adherence ensuring compliance with local, state and federal requirements including Massachusetts Contingency Plan and Toxic Substances Control Act provisions
