Professional LSP Certification, Documentation, and Ongoing Regulatory Oversight

Overview

Our Licensed Site Professional services provide expert environmental oversight and regulatory compliance for contaminated site assessment and remediation projects. We offer independent professional judgment, regulatory agency liaison, and comprehensive documentation to ensure projects meet all Massachusetts environmental standards.

Initial Assessment and Plan

Risk Characterization and Exposure Assessment - Conduct comprehensive evaluations of contamination sources, migration pathways, and potential receptors to quantify risks to human health and ecological systems. This includes soil and groundwater sampling, vapor intrusion assessments, and modeling of contaminant fate and transport to determine if site conditions pose unacceptable risks.

Risk-Based Remediation Planning - Develop cleanup strategies that prioritize areas of highest risk and select appropriate remedial technologies. This approach allows for flexible solutions that may include engineered controls, institutional controls, or monitored natural attenuation rather than requiring complete contaminant removal when risks are manageable.

Regulatory Compliance and Risk Communication - Ensure RAM assessments meet state and federal regulatory requirements while effectively communicating risk findings to stakeholders including property owners, regulators, and community members.

Defining Extent and Risk

Phase II ESA Execution: Perform intrusive sampling (borings, monitoring wells) to delineate contamination. Analyze samples for contaminants of concern (COCs) like VOCs, PCBs, or heavy metals.

Risk Assessment: Conduct a Method 3 Risk Characterization per MCP to evaluate risks to human health, safety, and the environment. Determine if a Permanent Solution or Activity and Use Limitation (AUL) is required..

Regulatory Coordination: Submit reports (e.g., Immediate Response Action, Release Abatement Measure) to MassDEP or other state agencies. Engage stakeholders for public involvement if needed.

Completion (LSP Signoff)

Permanent Solution Submission: Prepare and submit a Permanent Solution Statement to MassDEP or other state agencies, certifying that the site meets applicable standards for closure or AUL requirements.

LSP Signoff: The Licensed Site Professional (LSP) reviews all data, risk assessments, and reports, then signs off on the Permanent Solution Statement, attesting to compliance with Massachusetts Contingency Plan regulations.

Documentation: Provide a final report to the client, including Permanent Solution Statement documentation, AUL (if applicable), and maintenance plans for ongoing monitoring, if required.
